An agreement between the Guinea-Bissau government and the IUCN has secured the administration of the Reserve. There is a lot at stake here because the Reserve includes more than 80 islands, 20 of which are inhabited, and it is particularly rich in marine fauna (sharks, turtles, manatees etc…). The Reserve constitutes an important nesting-site for more than 2 million birds. These threatened species cohabit with about 25,000 people in a precarious balance as far as conservation and development is concerned. This human population is composed of the original inhabitants of Bijago and more recent immigrants who have different, sometimes conflicting approaches to the management of renewable natural resources.

The IUCN in Guinea-Bissau develops protocols for research on the dynamics of threatened marine and bird populations and establishes a methodology for participative management. It gives its technical and financial backing to the Bissau-Guinean research organisations concerned. As such, its role is a federal one.

The national co-ordinator of the project is Alfredo Simao da Silva, analyst in coastal planning.
